Florida is rolling out B.E.S.T., FAST K-2, and Algebra 1 EOC pressure all converging in 2026-27. Here is a Florida-specific guide to AI tutoring that maps to B.E.S.T. reporting categories, supports FAST progress monitoring, and prepares students for EOCs.

What B.E.S.T. standards actually require

B.E.S.T. (Benchmarks for Excellent Student Thinking) replaced Common Core and MAFS in Florida classrooms. Most teachers have been living this transition for 2 years. Here's where things stand for 2026-27:

What's new in B.E.S.T. ELA

  • Foundational skills K-2 are much more explicit than Common Core — phonological awareness, phonics, fluency, vocabulary, comprehension all broken out by grade band
  • Reading across genres is structured by complexity bands, not just "informational" vs "literary"
  • Writing has explicit expectations for evidence-based argumentation, not just opinion/argumentation
  • Vocabulary is taught in context with morphology focus, not just word lists

What's new in B.E.S.T. math

  • Conceptual understanding is now weighted alongside procedural fluency, with explicit "use multiple representations" expectations
  • Sub-skill clusters are more granular — number sense, algebraic reasoning, geometric reasoning, data analysis all broken out
  • Word problems require written justification, not just numeric answers
  • Financial literacy is integrated at multiple grade bands (K-12)

What this means for AI tutoring

AI tutoring that was built for Common Core can be adapted to B.E.S.T., but vendors need to map content to B.E.S.T. codes, not CCSS codes. Ask every vendor: "Do you have content aligned to B.E.S.T. or just CCSS?" If they don't know what B.E.S.T. is, walk away.

How FAST K-2 changes the AI tutoring use case

FAST (Florida Assessment of Student Thinking) is the new K-2 progress monitoring system. Three times a year (PM1, PM2, PM3), K-2 students take computer-adaptive reading and math tests. Results are intended to drive instruction, not just measure achievement.

What FAST measures

  • Reading: phonics, fluency, comprehension, vocabulary — broken out separately for K-2
  • Math: counting, operations, algebraic thinking, geometry, data analysis — broken out by grade level

What FAST means for AI tutoring

How AI tutoring fits Algebra 1 EOC prep

The Algebra 1 EOC (End-of-Course Exam) is high stakes: it counts 30% of the course grade, and passing is required for standard high school diploma (per Rule 6A-1.094221). For students who fail the Algebra 1 EOC, the options are limited.

How to structure AI tutoring for Algebra 1 EOC prep

If you're a Florida Algebra 1 teacher with 30 students:

A note on retentions

AI tutoring is not a magic fix for retention. If a 3rd grader is reading below grade level, they need intensive intervention — which may include AI tutoring as a supplement, but should not be the only intervention. Be honest about this when selling to districts.

What FDOE has said about AI in instruction

The Florida Department of Education has been cautious on AI. Key positions as of mid-2026:

  • Districts must adopt an AI use policy — similar to other states
  • AI-generated content must be disclosed in student work submissions — i.e., students can't claim AI-generated work as their own
  • FERPA compliance is non-negotiable for any AI tool with student data

What FDOE does NOT prohibit

  • AI tutoring tools that adapt to individual student needs
  • AI tutoring tools that provide immediate feedback
  • AI tutoring tools that report teacher-friendly data

What FDOE is still figuring out

  • Whether AI tutoring tools need to be on the state-approved vendor list (currently no, but watch this space)
  • Whether AI tutoring tools can be funded through state categorical programs (depends on district interpretation)
  • Whether AI tutoring counts as "instructional materials" for state aid purposes (mostly yes, but districts should consult their finance office)

A 5-step plan for Florida teachers using AI tutoring

Step 1. Verify the tool maps to B.E.S.T.

Ask the vendor: "Can you show me how your content maps to B.E.S.T. reporting categories? Show me the standards alignment for grade 3 math and grade 4 ELA." If they can't, walk away.

Step 2. Use FAST PM data to drive AI tutoring use

At PM1, identify your at-risk students. Assign AI tutoring to those students with a focus on the sub-skills they're weak in. Reassess at PM2.

Step 3. Document AI use for parent communication

For K-2 families, send a note home explaining how AI tutoring supports the FAST instruction plan. For Algebra 1 families, send a note explaining how AI tutoring supports EOC prep.

Step 4. Coordinate with your reading specialist or EOC lead

AI tutoring is a supplement, not a substitute. Coordinate with your reading specialist (K-2) or EOC lead (Algebra 1) so the AI tutoring is targeting the right sub-skills.

Step 5. Use AI data for MTSS meetings

MTSS (Multi-Tiered System of Supports) teams meet regularly to review at-risk students. Bring AI tutoring data to these meetings as one of your data sources.

What to evaluate in an AI tutor for Florida classrooms

When you demo AI tutoring tools, ask these Florida-specific questions:

  1. "Does your content map to B.E.S.T. reporting categories?" If they only know Common Core, walk away.
  2. "How do you support FAST K-2 progress monitoring?" A good vendor will describe how their tool follows PM data.
  3. "Is there a signed DPA on file with Florida districts? Can you name them?" If they can't, be cautious.
  4. "What does your Algebra 1 EOC prep look like?" A good vendor will demo with FSA-format items.
  5. "Can teachers see sub-skill data per B.E.S.T. code, not just an overall score?" If they can't, walk away.
  6. "Is your tool FERPA + COPPA + Florida Statute 119 compliant?" If they don't know what F.S. 119 is, they haven't done the Florida work.
  7. "Can a student bypass the tutoring and get the answer?" A good vendor will demo the failure mode.

A vendor who can answer all 7 in writing has done the Florida work. A vendor who can't is selling you a CCSS tool with a Florida sticker.
